What is this annual ‘cap’ on H-1B visas?

As set by Congress, each fiscal year there is a maximum number of applications approved for H-1B visas. For Fiscal Year 1999, the cap was reached on June 15, 1999. For the year 2000, the cap has been set at 115,000. The fiscal year 2000 begins on October 1, 1999.
