Can someone who finished studies on a student visa apply later for permanent residency or citizenship?
You are not precluded from becoming a permanent resident because you were a student. Sometimes students can get a temporary residence permit internship program and get a change of status later. Sometimes you have to reapply from your original country. It can be tricky and it's best left to a lawyer who practices immigration law.
